Tully Bailey, LLP is one of the most experienced firms in Arizona in litigation with and for the government. Its attorneys have tried cases in state and federal courts and argued multiple cases before the Arizona supreme court, Arizona court of appeals, and the Ninth Circuit court of appeals.

Since leaving the legislature in 2007, Mr. Tully has regularly been retained to represent government entities and elected officials. On the state level Mr. Tully has represented the Governor, multiple Secretaries of State, the Treasurer, the Superintendent of Public Instruction, the Department of Transportation and its director, the former Director of Department of Health Services, and the Board of Fingerprinting. He has also represented the former Speaker of the Arizona House of Representatives in actions arising from his legislative duties.

Mr. Tully has represented the Maricopa County Board of Supervisors, the Maricopa County Attorney, the Flood Control District of Maricopa County, the Maricopa County School Superintendent, the Public Fiduciary of Maricopa County, the Pinal County Sheriff, and the Pinal County constables among others.

Mr. Tully has brought suit against four cities and one county. These suits have concerned contact disputes, regulatory matters, constitutional questions, election law issues, and tort claims.

While chairman of the House Judiciary Committee, Mr. Tully oversaw the investigation into a conduct of a public officer for alleged malfeasance that led to his resignation.

Mike Bailey has dozens of years experience as a criminal attorney and was the United States Attorney for Arizona. His understanding of criminal law and investigations is comprehensive. Earlier in his career, Mr. Bailey also practiced before regulatory agencies (e.g., DOT, Clean Elections, licensing agencies), and was himself a member of a regulatory agency as a board member for the Arizona State Board for Charter Schools. During his five plus years as Chief Deputy to the Arizona Attorney General, Mr. Bailey engaged a broad number of regulatory issues across the agencies represented by the State Government Division of the Arizona Attorney General’s Office.
